I had 'floater' neighbours in govt housing, they would flit between at least 2 places so not so unbearable as not in same place for too long @Adge  or in your neighbours case they are probably sharing bad behaviour over several places

She seems to have a touch of tort about her @TAB, in that she has light touches of ginger around her ears nose and mouth, but otherwise she looks like a true grey tabbie with white socks and bib .... but strong black stripes .... beautiful markings .... and very light green eyes, almost yellow.

my 'main' cat that was with me for like 11 years was 6mths old when got from refuge @Faith-and-Hope  she used to get airbourne chasing her tail lol
